Add sugar, green cardamom powder and mix well. Add milk and cook till the mixture thickens. Preheat oven to 180º C. Put mini gulab jaamuns in a baking dish, spread gajar halwa over it, sprinkle cardamom powder on top, drizzle rose syrup and spread khoya evenly.
