Transfer onto a plate and set aside. Heat a kadai, add sugar and 2 tablespoons water and cook till sugar caramelizes. Add green cardamom powder and fennel powder and mix well. Add makhana and mix well. Transfer onto a plate and allow to cool. Transfer into a serving bowl and serve.
