Transfer into a bowl with water. Add salt and set aside. Whisk gram flour, turmeric powder, soda bicarbonate, salt and sufficient water in another bowl to make a thick and smooth batter. Remove the potato slices from the water. Wipe dry and apply mint chutney on one side of half the slices. Cover each with another slice. Heat sufficient oil in a kadai. Dip the sandwiched pakodas in the gram flour batter and deep-fry till golden and crisp. Drain on absorbent paper. Serve hot with green chutney.
