Heat milk and jaggery in a deep non stick pan, stirring till jaggery dissolves. Add it to the flour mixture and mix well till smooth. Heat ghee in another non stick pan. Pour a ladle full of batter into the pan, and swirl the pan to spread evenly. Sprinkle chocolate chips on top and cook till the underside is done. Turn it over and cook the other side is equally done. Place a scoop of ice-cream on each pancake, drizzle a little chocolate sauce over and serve.
