Drain. Mix the scraped coconut and rice and grind it to a coarse batter. Add the pepper powder and salt. Mix well. Heat a griddle and grease it. Pour a spoonful of batter in the centre of the griddle and spread evenly. Pour 1 teaspoon of oil along the edges and cook till crisp. Turn and repeat the procedure. Serve hot.
