Place the milk chocolate in a bowl and place the bowl over the hot water and let it melt. Peel the bananas and cut them into pieces and string them on the ice-cream sticks. Place a butter paper on a plate. Remove the chocolate bowl, add melted butter and place in hot water again. Coat the bananas with chocolate and sprinkle fennel seeds on them and place them over the butter paper. Keep them in the refrigerator to set for 3-4 minutes and serve.
