Cream together butter and sugar in a bowl till light. Add eggs and whisk well. Beat till fluffy with an electric beater. Add coffee powder, baking powder and beat again till well mixed. Add refined flour and fold lightly. Fill 8 individual silicon muffin moulds and place them on a baking tray and put the tray in the preheated oven. Bake for 18-20 minutes. To make frosting, combine cream cheese, butter and powdered sugar in a bowl and mix well. Dissolve coffee powder in water and add the decoction in the bowl. Mix well and refrigerate for 15-20 minutes. Remove muffins from oven, demould and cool to room temperature. Spread frosting on each muffin and dust with icing sugar.
