Add rose water, orange zest and lemon juice and simmer till it comes to a boil. Set aside to cool. Dissolve yeast in one cup of warm water in a bowl and let it stand till the yeast ferments. Add the flour, little by little, and knead into a dough. Cover the dough with a clean cloth and set aside till it doubles in size. Heat oil in a deep pan. Take a portion of the dough, make hole in the centre and drop each piece into the oil. Deep fry until golden brown, drain and while still warm, dip into the cold syrup for five to ten minutes.
