Line an eight-inch square cake tin with butter paper. Sift the flour, baking powder, soda bicarbonate and cocoa powder into a bowl. Stir in the caster sugar, then beat in the milk, egg whites, vanilla essence and oil until thoroughly combined. Pour the mixture into the prepared tin. Bake in preheated oven for about twenty-five minutes or until just firm to touch. Leave in the tin until completely cooled.
