In a mixing jar add cumin seeds, curry leaves, garlic, salt, green chili pieces to these dals and grind them together to fine paste. Divide the mixture into equal portion and shape into balls. To make kadhi, mix yogurt, gram flour, salt, and 2 cups water and prepare smooth mixture. Add the kadhi mixture in a pan and let it boil for 10-15 minutes.
