Add refined flour and sauté, stirring continuously, for 2-3 minutes. Add buttermilk gradually and stir continuously to avoid lumps. Add salt and black pepper powder, mix well and cook for 3-4 minutes. Heat remaining oil in another non-stick pan, add bell pepper and toss. Add salt and black pepper powder, mix well and cook till soft.Add spinach puree to the buttermilk sauce and mix well and adjust seasoning. Add penne and mix well.
