Cut the drum sticks into 2" length and boil till tender. Strain the water and keep the boiled drum sticks aside. Grind the chana dal, rice, green chilli, cumin powder, coriander powder, dry mango powder and salt together and make a thick paste. Mix the paste over the drum sticks and mix well. See that the paste is properly spread over each drum stick piece. Heat oil in a no stick pan. Shallow fry the drumsticks for a few minutes.
