Make a not too thick batter of besan, a pinch of red chilli powder and salt with water. Heat sufficient oil in a kadai. Make marble sized balls of the mince mixture, dip in the besan batter and drop into hot oil. Deep fry till golden. Drain onto an absorbent paper and serve hot.
