Lightly crush the vermicelli and add to the pan and saute for 2-3 minutes or till they turn light golden. Add milk and bring it to a boil. Lower the heat and simmer for 2-3 minutes. Add green cardamom powder, saffron, chocolate powder and grated chocolate to the milk. Heat the remaining ghee in another non-stick pan. Add raisins and chironji and sauté lightly. Add this mixture to the kheer. Add sugar and mix well. Cook till the sugar dissolves. Transfer into a serving bowl and serve.
