Add bay leaves and cinnamon and saute for two minutes. Add sliced onions and saute till translucent. Add turmeric powder and rice and mix well and saute for two minutes. Add one cup of water to coconut milk powder and mix well.Add this paste to the rice along with coconut, fennel powder and salt. Add enough water to the rice and pressure cook for 2 whistles.
