Heat butter in a non-stick pan, add ginger and green chillies and sauté. Finely chop spring onions, add and sauté. Coarsely grind corn kernels. Finely chop green, red and yellow capsicums and add to the pan; sauté for a while. Toast the bread slices. Add corn, salt, milk to the pan and cook for a while. Chop spring onion greens, add and mix well. Add lemon juice and mix well. Arrange toasts on a serving platter, put the corn mixture over them and serve hot.
